Abstract: 

This research aims to analyze international plan of action related to illegal, unreported and unregulated fishing. This research is a research that uses normative legal research by collecting secondary data. Collection data was carried out using the literature study method by collecting legal materials and information in the form of primary, secondary, and tertiary legal materials. In order to get a clear explanation, the data is then systematically compiled and analyzed using descriptive methods. The results of this study indicate that the mechanism for preventing and overcoming IUU Fishing which has been clearly stated in the International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (IPOA-IUU) 2001 which focuses on the responsibilities and roles of all countries in the world of both coastal countries, port countries, research organizations and Regional Fisheries Management Organizations (RFMO). The IPOA-IUU aims to prevent, deter and eliminate IUU Fishing by giving the state to act comprehensively, effectively and transparently, including through the RFMO agency. The IPOA-IUU is seen as a comprehensive tool that can be used by flag states, port countries, coastal countries and market countries or countries that conduct international trade in the form of fisheries that must be associated with various manifestations of IUU Fishing in its jurisdiction or on the high seas
